Administration
The Administration Department includes the overall administrative functions of the city as well as the economic development, deputy city clerk, public relations and municipal court services.

Animal Control & Shelter
The Liberty Animal Shelter works to adopt or place stray animals in forever homes or with other rescue agencies. Animal Control officers also enforce related ordinances within the City of Liberty.

Economic Development
The Economic Development Department works with local and national developers to identify opportunities for business growth and expansion in Liberty.

Finance
The Finance Department is responsible for the following programs and services offered by the City: Budget development and management, long range financial planning and investments, accounts payable and receivable, payroll, utility billing, financial compliance.

Fire/EMS
The Fire Department is responsible for providing fire protection and emergency medical services to individuals in need. The fire department also conducts fire inspections of businesses and schools within the City as well as hosting various educational programs.

HR & Risk Management
The Human Resources Department is responsible for all facets of personnel administration including the coordination of recruitments, payroll, benefits administration, employee relations, coordination of performance evaluation system, and management of the pay and classification system.

IT Services
The IT Services Department works in partnership with other City departments to plan and implement technology strategies and value-add solutions. The department has a dual role of supporting City departments in delivering services to city residents and other clients, and position the city-wide technology infrastructure to adapt to ever changing service delivery requirements.

Municipal Court Division
The Liberty Municipal Court handles all traffic and City ordinance violations written by the Liberty Police, Animal Control, and Code Enforcement departments.

Parks & Recreation
Liberty’s Parks and Recreation Department combines a diverse array of recreational, cultural, sporting and senior adult programs and activities for the community. The department also oversees more than 500 acres of parkland and 10+ miles of trails.

Planning & Development
Planning and Development Department is responsible for guiding desirable community development though its various divisions including: code enforcement, building inspections, historic preservation and planning.

Police
The Police Department is responsible for protecting the safety of individuals within the City. The police department educates residents on crime prevention, investigates criminal activity, patrols the community, and provides animal control.

Public Relations
The City of Liberty uses a variety of tools to help keep area residents informed of City news, services and events.

Public Works
The Public Works Department's mission is to ensure that public infrastructure is capable of serving both the present and future needs of the community. This is supported through the Engineering Division, Street Maintenance Division, Public Works Permits, Trash and Recycling Program, Storm Water Quality and FloodPlain Management Programs, and Design Criteria and Technical Specifications.

Utilities
The Utilities Department is responsible for operating and maintaining the City's water treatment and delivery operations and operating and maintaining the waste water collection systems.
