Stormwater Management Plan
National and state Stormwater regulations require certain small communities to obtain a National Pollutant Discharge Elimination System (NPDES) permit. The City of Liberty is affected by the Phase II Stormwater regulations. The permit requires that communities with regulated Municipal Separate Storm Sewer Systems (MS4s) have a Stormwater management program in place. Click the below link for the City's current plan.
2026 MS4 Permit Renewal
The City of Liberty will be submitting an application no later than April 1, 2026 to seek coverage under Missouri Department of Natural Resources General Permit MOR04C - the comprehensive permit for municipal separate storm sewer systems. This will be an extension of the City's existing stormwater quality program.

Public Meeting
A public meeting to review the proposed permit application and outline of the proposed Stormwater Management Plan (SWMP) as well as to accept any last public comments will be held on March 30, 2026 at the Liberty Community Center - Blue Room (1600 S Withers Rd, Liberty, MO 64068) between the hours of 03:00 and 04:00 PM.
Public Comment Period
A public comment period on the proposed permit application and outline of the proposed Stormwater Management Plan (SWMP) shall be open beginning on February 25, 2026 and lasting until March 30, 2026 at which time it will close.
