Animal Control & Shelter
Liberty Animal Control enforces Missouri statues and Liberty Codes regarding the keeping of animals within the City of Liberty. This division strives to maintain a balance of the health, safety and welfare needs of residents and animals within Liberty city limits.
Animal control provides the following services:
- Picks up stray dogs within the City.
- Investigates animal neglect and cruelty.
- Investigates animal bites.
- Issues citations for ordinance violations.
- Makes court appearances.
- Assists with barking dogs and other nuisance animal complaints.
- Picks up deceased animals from residential City streets. Deer are the only exclusion. To report a deceased deer for removal, please contact the Non-Emergency Police Dispatch line at 816.439.4701.
- Removes sick or injured wildlife that could pose a public safety risk.
- Animal Control does not provide nuisance wildlife removal. All wildlife concerns should first be directed to the Missouri Department of Conservation.
- If a wild animal has made an intrusion to your actual living space, call the Liberty Animal Control for assistance removing it from your home.
- If you are having problems with a wildlife infestation, such as bats in your attic or a family of raccoons living under your porch, you will be directed to contact a professional pest removal company to handle the problem.
- Assists with wildlife intrusion into human living spaces (not wildlife infestation).
If you are a resident within the city limits of Liberty (with a valid ID or utility bill) having trouble with stray cats in your area, humane live-capture traps may be borrowed from the Liberty Animal Shelter with a $30 deposit. Damage to or failure to return live traps will result in the forfeiture of the applied deposit.
A significant aspect of the Animal Shelter’s operation is the importance of the spay/neuter program, as it relates to our adoptable animals. All animals adopted from the shelter are spayed or neutered before going home to their owners.
Things to Know Before You Adopt
Costs for approved adoption applications are as follows:
Adoption Fees
- Dog: $175, plus the cost of Rabies vaccination (pets four months and older), if not already vaccinated.
- Cat: $150, plus the cost of Rabies vaccination (pets four months and older), if not already vaccinated.
- Animals that are current on all vaccinations and/or are already spayed or neutered will be offered at reduced adoption rates.
In accordance with the Missouri Animal Care Facilities Act, all dogs and cats are spayed or neutered and vaccinated against rabies prior to being adopted into a new home. The Liberty Animal Shelter will not facilitate the adoption of animals to be used for breeding or any other purpose which requires that animal to be unsterilized.
City Pet Licenses
- $10 license fee for a sterilized animal
- $20 license fee for an unsterilized animal
Citizens surrendering, turning-in, redeeming or adopting animals must be 18 years or older.
- Stray Animal Turn-in: No fee
- Must provide valid ID and proof of residency within Liberty’s city limits.
- Owned Animal Surrender:
- Liberty residents - $25 + cost of veterinary services (must provide valid ID and proof of residency within Liberty’s city limits)
- Animal Redemption (sterilized animals):
- $25, first impoundment
- $50, second impoundment
- $75, third impoundment
- Continues to increase in $25 increments each impoundment.
- Animal Redemption (unsterilized animals):
- $50, first impoundment
- $75, second impoundment
- $150, third impoundment
- Continues to increase in $50 increments each impoundment.
- Boarding of impounded animals: $10/day
- Animals impounded for quarantine: $30/day
- Simple Cremation: $25 (Ashes cannot be returned)
Completed in 2020. the 7,297 square foot facility includes:
- Lobby with reception area
- Adoption visitation rooms
- An intake room
- 32 indoor dog runs
- Veterinary medical services room
- Feline ward with 33 kennels
- Reinforced storm shelter
- Animal Control staff office with restroom, lockers and shower
- Storage / laundry room
- Indoor canine play room
- Isolation room
- Conference and training room with kitchenette
- Safety, security and storm protection
Beyond the indoor facilities and amenities, the shelter also includes:
- 17 outdoor covered dog runs
- Three outdoor play areas with shade structures
