[ARCHIVED] UPDATE: City of Liberty to Allow Sale of Curbside Mixed Cocktails During Social Distancing

Effective April 15, restaurants licensed to sell alcoholic beverages within the City of Liberty will be temporarily permitted to sell them for take-home consumption, including both prepackaged alcoholic beverages and mixed cocktails.

The alcohol container must be durable, leak proof and sealable and must meet minimum size requirements outlined in the Missouri Code of State Regulations [11 CSR 70-2.010(5)] and must adhere to the following conditions:

  • Customer must have ordered and purchased a meal simultaneous with the liquor purchase
  • The licensee must provide the customer with a dated receipt for the alcohol purchase
  • The sealed alcohol container must be ONE of the following:
    • Placed in a one-time-use, tamperproof, transparent bag which must be securely sealed
    • The container opening must be sealed with tamperproof tape
  • Mixed drinks SHOULD NOT be sold in “to-go” plastic or Styrofoam cups with straws or loose lids.

Open-container laws still apply, so drinks must remain sealed until the customer arrives at their home or final destination.  As always, don’t drink and drive!

This update is consistent with the Missouri Division of Alcohol and Tobacco Control’s latest announcement and with the Missouri Department of Health and Senior Services SocialDistancing Order, permitting the use of drive-thru, pickup or delivery options from restaurants throughout the duration of the order.

This temporary expansion of the original package for “to-go” sales will terminate on May 15. Questions pertaining to this policy can be directed to Janet Pittman, Deputy City Clerk, by email at
