I.
CALL
TO ORDER
The first session of a split session of outgoing and
incoming City Council of the City Council of the City of Liberty, Missouri was
held in the Council Chambers of City Hall on April 14, 2003 with Mayor Stephen
P. Hawkins presiding. Mayor Hawkins
called the meeting to order at 7:01 p.m.
II. INVOCATION AND PLEDGE OF ALLEGIANCE –
LYNDELL BRENTON
The invocation was given by Council Member Lyndell
Brenton, who then led the pledge of allegiance.
III. ROLL CALL
Roll call was answered by Mayor Stephen P. Hawkins;
Ed Collins and Coni Hadden, Ward I; LeRoy Coe and Anna Marie Martin, Ward II;
Lyndell Brenton and Juarenne Hester, Ward III; and Bill Parker, Ward IV. Also in attendance were Patty Gentrup, City
Administrator; Steve Hansen, Director of Public Works/Development Services; Jim
Griffey, Acting Fire Chief; Craig Knouse, Police Chief; Linda Tyree, Finance
Director; Sharon Grimes, Public Relations Coordinator; Sara Ott, Assistant to
the City Administrator – Human Resources; Jane Sharon, Deputy City Clerk; Scott
Faubion, Liberty Tribune and 16 members of the public.
IV. APPROVE MINUTES AND SUMMARIES
A.
REGULAR
SESSION MINUTES OF MARCH 24, 2003
Council Member Coe moved to
approve the minutes as distributed.
Council Member Hadden seconded the motion, which carried unanimously.
V. CITIZENS’ PARTICIPATION
Pat and Tom Renier addressed the Council about the
upcoming Relay for Life, a fundraiser for cancer research. Ms. Renier stated the relay would be on the
high school track. Ceremonies begin at
7:00 pm on May 9. The relay then
continues until 7:00 am May 10. She
invited the Council to attend the opening ceremonies and support the event. She stated the goal is to bring in funds
competitive with what Excelsior Springs did last year.
VI. MEETING SCHEDULE
Mrs. Gentrup stated the meeting
schedule stands as printed. There is a
study session on April 21.
VII. ORDINANCES, CONTRACTS AND RESOLUTIONS
A. APPROPRIATION OF FUNDS FROM MARCH 21, 2003 THROUGH APRIL 11,
2003 – ORDINANCE
Document No. 6046 was read. Council Member Hadden moved to approve the
ordinance. Council Member Martin
seconded the motion.
Vote on the motion was as follows: Council Member Collins – yes; Council Member
Martin – yes; Council Member Hester – yes; Council Member Parker – yes; Council
Member Hadden – yes; Council Member Coe – yes; Council Member Brenton – yes. The motion carried unanimously; it was
approved by the Chair and inscribed in Ordinance No. 8511.
VIII. OTHER BUSINESS
A.
CERTIFICATION
OF RESULTS OF MUNICIPAL ELECTION APRIL 8, 2003 – MOTION
Council Member Hadden moved
to certify the results of the election.
Council Member Brenton seconded the motion, which carried unanimously.
B.
OATH
ADMINISTERED TO ELECTED OFFICIALS
The oath of office was
administered by Deputy City Clerk Jane Sharon to the following elected
officials:
Stephen P. Hawkins, Mayor
Coni Hadden, Council Member, Ward One
LeRoy Coe, Council Member, Ward Two
Juarenne Hester, Council Member, Ward Three
Bill Parker, Council Member, Ward Four
C. Jane DeWees, City Clerk
Harvey Seely, Constable
Bobby Barnes, City Auditor
Mayor Hawkins stated that
Murray Graber, City Treasurer, would be sworn in at a later time.
IX. ADJOURNMENT OF 1ST SESSION
The first session adjourned at 7:20 p.m.
2nd SESSION

The second session of a
split session of outgoing and incoming City Council of the City Council of the
City of Liberty, Missouri was held in the Council Chambers of City Hall on
April 14, 2003 with Mayor Stephen P. Hawkins presiding. Mayor Hawkins called the meeting to order at
7:20 p.m.
II. ROLL CALL

Anna Marie Martin, Ward II; Lyndell Brenton and Juarenne Hester, Ward III; and
Bill Parker, Ward IV. Also in

Public Works/Development Services; Jim
Griffey, Acting Fire Chief; Craig Knouse, Police Chief; Linda Tyree, Finance

Clerk; Scott Faubion, Liberty Tribune and 16 members of the public.
III. PROCLAMATION – NATIONAL PUBLIC SAFETY TELECOMMUNICATIONS WEEK
Mayor Hawkins read the
proclamation and presented it to Sheila Costanza, Liberty Communications
Supervisor.
IV. PRESENTATION OF PAYMENT TO HONORARY CITY OFFICIALS
The traditional payment of
two silver dollars was presented to City Clerk Jane DeWees and Constable Harvey
Seely. The payments to outgoing City
Auditor Robert Rose and City Treasurer Murray Graber will be presented at a
later time.
V. MISCELLANEOUS MATTERS FROM CITY ADMINISTRATOR – None.
VI. MISCELLANEOUS MATTERS FROM MAYOR AND CITY COUNCIL
Council Member Collins asked
whether the City or the County had placed the pedestrian signs on Mill
Street. Public Works/Development
Services Director Steve Hansen said the City had placed them. Mr. Collins said they are much appreciated.
Council Member Martin asked
how many terms Harvey Seely has now served as Constable. Mr. Seely said he would have to check.
Council Member Coe said his
neighbors are working on a campaign to place yellow ribbons in the front yard
until POWs in Iraq are released. He
asked all present to consider participating.
