Description:
Sealed bids for the construction of the Little Shoal Creek Drainage Improvement Project #19-011 will be received, by the City of Liberty, at the office of the City Engineer, until 2:00pm local time on August 18th, 2020, at which time the Bids received will be publicly opened and read.  The Project consists of constructing streambank stabilization measures through channel re-grading, channel hardening using gabion baskets and rip-rap, storm water pipe and manhole installation, and planting of native vegetation and sod.

Bids will be received for a single prime contract.  Bids shall be on a lump sum and unit price basis, with additive alternate bid items as indicated on the Bid Form.

Bidding Documents may be viewed and ordered online by registering with the Issuing Office at http://kcblueprint.com/ .  Following registration, complete sets of Bidding Documents may be downloaded from the Issuing Office's website as "zipped" portable document format (PDF) files.  The cost of printed Bidding Documents fro the Issuing Office will depend on the number and size of the Drawings and Project Manual, applicable taxes, and shipping methods selected by the prospective Bidder.  Cost of Bidding Documents and shipping is non-refundable.  Upon Issuing Office's receipt of payment, printed Bidding Documents will be sent via the prospective Bidder's delivery method of choice; the shipping charge will depend on the shipping method chosen. The date that the Bidding Documents are transmitted by the Issuing Office will be considered the Bidder's date of receipt of the Bidding Documents.  Partial sets of the Bidding Documents will not be available from the Issuing Office.

Bid security shall be furnished in accordance with the Instructions to Bidders.

Special Requirements:
Each bidder/offeror must fully comply with the requirements, terms, conditions of 40 CFR Part 33 and DNR’s regulations to award a fair share of subagreements to minority and women’s business enterprises. The bidder/offeror commits itself to taking affirmative steps and complying with the Six Good Faith Efforts contained herein. Bidders/offerors will take affirmative steps prior to submission of bids/proposals.

The current Fair Share Goals are 10% for Minority Business Enterprises and 5% for Women Business Enterprises in accordance with 40 CFR, Part 33, Subpart D.

Owner reserves the right to reject any or all Bids, to waive technicalities or deficiencies in any or all bids, to negotiate with any or all bidders or others for more favorable terms or prices, and to award a contract to other than the bidder submitting the lowest cost proposal, with or without negotiation.
