City Hall Atrium Renovation

Built in 1982, the glass domed atrium at Liberty City Hall has presented a variety of challenges, including temperature control (particularly on the third floor) and many leaky spots. Beginning this spring, the domed roof will be replaced with a structural supported flat roof with vertical glass (pictured above).

In addition to solving the temperature control and water leak issues, this project will include:

  • ADA-compliant entryway from Kansas Street with an overhang. New concrete entryway will also mitigate pooling water
  • Replaced steps from Kansas Street
  • LED decorative lighting along the new roof line
  • New flooring on the second floor

Week of Sept. 20, 2023

The contractors have made great progress on the Kansas Street entrance to City Hall. You may have noticed that the fences have been moved back to accommodate Fall Festival vendor booths and visitor traffic. The parking closures on Kansas Street will return the week of Sept. 25 to support the continued construction. 

The inside portion of City Hall construction starts on Monday, Sept. 25, including closure of public access to the third floor to allow for ductwork reconfigurations as part of the building construction, followed by paint and carpet replacement throughout the third floor.

Staff will work in alternate locations at City Hall or work remotely while the construction impacts their usual work area. Many city services can be found online. There is also a phone in the City Hall atrium outside the Administration Department window that will direct you to Planning and Public Works admin staff.

It is anticipated that the third floor will be closed for the next few months as the construction on the new City Hall roof is completed.


Week of Aug. 14, 2023

With the window framing installed on the City Hall atrium, the renovations are beginning to take shape. Window installation was expected to begin next week, but much of the glass was delivered on Friday, Aug. 18. Crews wasted no time installing the majority of the new windows. 

    

Week of July 17, 2023

Work on the new roof continues, but is less visible from the street as crews have been applying a new layer of roofing materials and window frames will be delivered this week. 

On Kansas Street, passersby can see the new stonework that is being applied to the planter along the sidewalk. This stonework will also be applied to the wall near the Kansas Street entrance.

Week of July 3, 2023

Crews continued work on the roofing installation. They also framed in the front entry and removed the outside brick wall that will have future limestone finish. The sidewalk concrete work is nearing completion and new tree wells have been framed.  Active construction will continue along Kansas to allow access to the northern side of the building.

Week of June 12, 2023

More concrete was poured for part of the sidewalk, landscaping beds and curbing at the Kansas Street entrance. All framing, with the exception of the new Kansas Street entrance, has been completed and crews installed the first layer of decking on the new atrium roof.

Week of June 5, 2023

The new steps by the Kansas Street entrance were poured this week and work began to prep the area around the new planter for the sidewalk replacement. The front entry doors were also removed. The structure steel decking for the roof was installed this week.

Week of May 22, 2023

A large crane arrived this week and is set up on Kansas Street to do some heavy lifting. The silhouette of City Hall is changing again as crews have begun to install the steel framing. The contractor plans to move the crane to Kansas Street next week for a few days. Due to the width of the crane when the outriggers or retractable stabilizers are in use, Kansas Street  parking will be reduced slightly between 6 a.m. - 3 p.m. for Tuesday and Wednesday (weather permitting).  Traffic will still be able to get through, but alternate routes are encouraged. The outriggers will be pulled in and the crane will be left inside the construction fencing when it is not in use.  Crews have also continued work on the Kansas Street side with more concrete to be poured next week.

Week of May 9, 2023

The silhouette of City Hall has changed this week as crews have begun removing the windows above the atrium and setting forms for the new Kansas Street entryway.

Week of May 1, 2023

Crews began pouring concrete footers in preparation for the Kansas Street entry. In the next week or so, a small crane will be brought in temporarily to help with removal of the atrium windows facing Missouri and Kansas. The crew will then complete waterproofing the ends of the upper atrium. All of this is, of course, weather dependent. 

Week of April April 17, 2023

  • The scaffolding is up and the plywood floor and wall have been installed on the third floor.  
  • Demolition of the area in front of the 2nd floor entrance is moving right along. 
  • The Missouri entrance is now protected by covered scaffolding. Please remember this is where you need to enter City Hall to access any of the floors.

Construction is slated to begin April 11. Staff and the contractor will strive to maintain access to services at City Hall throughout the project, but because this will be an active construction site, we encourage residents and customers to utilize online services whenever possible in the coming months. Here are two handy webpages to bookmark:

The project will be undertaken in phases. Please note the following closures and changes that will be in place as a part of the construction:

  • The Kansas Street entrance to City Hall will be closed for the duration of the project. Visitors will need to use the Missouri Street entrance and access the upper floors via the elevator.
  • Street parking along the south side of Kansas Street will be reduced. Street parking along the north side of Kansas Street will remain open and the street will be open to traffic.
  • Street parking along Missouri Street will be reduced. The street will remain open to traffic.
  • The public parking lots at Missouri and Kansas Streets will remain open during construction.




June 2022

The Liberty City Council approved a contract with JE Dunn for design and construction services to repair the City Hall atrium. City staff worked with the contractor over the next several months to finalize the design and construction plans.
