Please find below a summary of the service delivery and program changes under the updated emergency order from Clay County Public Health Center. We appreciate your patience as we all work through these trying times.

City Hall - Liberty City Hall will open with from 8 a.m. - 4:30 p.m. Monday - Friday. 

KCATA 535 Shoal-Creek-Liberty Bus Service - Due to lower ridership and safety precautions due to COVID-19, KCATA has reduced the 535 Shoal Creek-Liberty Express between Liberty and Kansas City to one morning and one evening trip beginning April 13. Limiting public transit trips to only those necessary to access food, medicine and essential employment is an important part of public health efforts. All other trips should be avoided. 

Paying Utility Bills – Utility customers can pay their bills:

  • Online through https://water.libertymissouri.gov/ (preferred) 
  • By depositing their payment in an envelope, with the utility bill stub, in the Utility Drop Box on Missouri Street, across from the Police Station. 
  • In person at Liberty City Hall between 8 a.m. - 4:30 p.m.  Monday - Friday. 

Animal Control & Shelter – The Animal Shelter is open by appointment only. All animals at the shelter are cared for daily. Residents can report lost and found pets through the ”Missing a Furry Friend” link on the City’s home page » www.libertymissouri.gov

Trash / Recycling / Yard Waste Update  Due to concerns with COVID-19 and for the safety of their drivers, Republic Services crews will only pick up trash that is contained in the carts. Extra bags or cardboard outside the cart will not be picked up.

Building Permits - Building permit applications and required materials can be submitted:

  • Via email (preferred).  For email submission, if the completed, required paperwork is under 25MB, please email it to inspections@libertymo.gov.  If the completed materials are more than 25MB, please email inspections@libertymo.gov for alternative instructions.
  • In person at Liberty City Hall between 8 a.m. - 4:30 p.m. Monday - Friday. 

Building permit information and a downloadable application are available at www.libertymissouri.gov/BuildingPermit.

Staff will work to review applications and approve permits as soon as possible.  

Pre-Application Meetings for New Construction – Pre-application meetings will be conducted via conference call. Attendees for any currently scheduled meetings will be contacted by the meeting’s organizer.

Liquor Dispensing Permits – Individuals seeking a liquor dispensing permit should download the application from www.libertymissouri.gov/LiquorLicenses. Completed applications along with payment and copy of your Missouri driver’s license* can be submitted:

  • In person at Liberty City Hall between 8 a.m. - 4 p.m. Monday - Friday. 
  • In the Utilities Drop Box on Missouri Street, across from the Police Station. A temporary permit, which is valid for 60 days, will be mailed the following day.  

* Individuals with out-of-state driver's licenses must also bring a copy of their driving record. 

Business License Renewals –  Information about Business License Renewal and the renewal form can be found online at www.libertymissouri.gov/OperatingABusiness. Completed forms and payment can be:

  • Placed in an envelope and deposited in the Utility drop box on Missouri Street, across from the Police Department (preferred) 
  • Brought to the Finance Department between 8 a.m. - 4 p.m. Monday - Friday. 

Historic District Review Applications – HDRC applications can be submitted:

  • Via email to jthill@libertymo.gov (preferred) 
  • In person to the Planning & Development Department between  8 a.m. - 4:30 p.m. Monday - Friday. 

Code Enforcement  – Code enforcement complaints can be submitted via the City’s website “Let Us Know” button on the City’s home page www.libertymissouri.gov or by calling 816.439.4539.

Temporary Use Permits – The City of Liberty will consider Temporary Use Permits on a case by case basis. Decisions will be based on the Clay County Public Health Center’s emergency order and Recovery Plan. Staff will work with event organizers who choose to postpone the event to a future date to honor the details of their original TUPs. If you need a TUP for a future event, please submit all required paperwork:

  • Via email to jthill@libertymo.gov (preferred). 
  • In person to the Planning & Development Department between  8 a.m. - 4:30 p.m., Monday - Friday.

Fire – The Fire Department will continue normal fire and EMS operations. The stations have suspended all station tours. 

Police – The Police Department lobby located at 101 E Kansas Street (Missouri Street entrance) will remain open. When you enter the vestibule, an intercom is available (to the right of the door) to contact Dispatch. LPD also offers online police reporting for various incidents: www.libertymissouri.gov/PoliceReport

Right-of-Way Permits: Applications for right-of-way permits can be downloaded from www.libertymissouri.gov/ROW. Completed applications can be:

  • Submitted to: rowpermits@libertymo.gov. (preferred)
  • Placed in an envelope and deposited in the City of Liberty Utilities Drop Box, located on Missouri Street across from the Police Department. 
  • Dropped off with the Public Works Department Administrative Assistant on the 3rd floor of City Hall, 101 E. Kansas St. between 8 a.m. – 4:30 p.m., Monday – Friday. 

Staff will review the permits and respond with any questions and the ROW permit fee. Payment of ROW fees can be paid:

  • By check made out to the City of Liberty placed in the envelope with your application and deposited in the drop box.
  • By check and mailed to the City of Liberty, Attention Public Works, 101 E. Kansas Street, Liberty MO 64068. For questions please contact the Public Works Department at 816.439.4503.
  • By credit card by calling 816.439.4534 or 816.439.4462. 
  • By Check, dropped off at the Public Works Department on the 3rd floor of City Hall, 101 E. Kansas St.  between 8 a.m. – 4:30 p.m., Monday - Friday
