Please find below a summary of the changes while City facilities are closed during Clay County Public Health Center’s Stay at Home order. We appreciate your patience as we all work through these trying times.
The City of Liberty will continue to provide the latest information, relating to cancellation and closure of City hosted events and programs, as it develops in order to keep our residents updated.
Facilities - Beginning May 4, Liberty City Hall will open with limited staffing from 10 a.m. - 3 p.m. Monday - Friday. All other facilities will remain closed to the public.
KCATA 535 Shoal-Creek-Liberty Bus Service - Due to lower ridership and safety precautions due to COVID-19, KCATA is reducing the 535 Shoal Creek-Liberty Express between Liberty and Kansas City to one morning and one evening trip beginning April 13. Limiting public transit trips to only those necessary to access food, medicine and essential employment is an important part of public health efforts. All other trips should be avoided.
Reporting Concerns – Citizens can still report concerns or ask questions through the “Let Us Know” button on the City’s home page www.libertymissouri.gov. Please allow for delays in response to these service requests as City staff work through this situation with modified staffing in various departments.
Paying Utility Bills – Utility customers are still encouraged to pay their bills online through https://water.libertymissouri.gov/ or by depositing their payment in an envelope, with the utility bill stub, in the Utility drop box on Missouri Street, across from the Police Station. Beginning May 4, customers can pay their utility bills in person at Liberty City Hall between 10 a.m. - 3 p.m. Monday - Friday. The City is suspending water disconnects for non-payments of utility bills until further notice. We encourage all customers to make regular payments as they are able. This will avoid the build up of monthly charges creating a large bill the will become due when the water disconnect prohibition ends.
Animal Control & Shelter – The Animal Shelter is closed to the public. Owner surrenders and adoptions will not take place at this time. External Animal Control efforts will be limited to emergency calls only. All animals currently at the shelter will be cared for daily. Trash / Recycling / Yard Waste Update -Due to concerns with COVID-19 and for the safety of their drivers, Republic Services crews will only pick up trash that is contained in the carts. Extra bags or cardboard outside the cart will not be picked up.
- Bulky item pickups have been suspended until further notice.
- Compost Connection will only pick up yard waste contained in yard waste carts. They will not pick up bagged items at this time.
Building Permits (UPDATED 4/29/2020) – Building permits can be submitted via email (preferred method) or at Liberty City Hall between 10 a.m. - 3 p.m. Monday - Friday. Please fill out a permit application. For email submission, if the completed, required paperwork is under 25MB, please email it to email@example.com. If the completed materials are more than 25MB, please email inspections@libertymo.
Building Inspections (UPDATED 4/6/2020) –The City is doing some limited inspections, please see the linked document for the full list and procedures. If you have an existing issued building permit that doesn’t fall into a category that the City will currently inspect, the City will accept an inspection from an accredited inspection firm or design professional. All third party inspection reports must contain the letterhead of the reporting agency, permit number, summary of the inspection conducted with date and time and the professional who conducted the inspection. This report must be to firstname.lastname@example.org within 24 hours of the inspection.
Pre-Application Meetings for New Construction – Pre-application meetings will be conducted via conference call. Attendees for any currently scheduled meetings will be contacted by the meeting’s organizer.
Liquor Dispensing Permits – Individuals seeking a liquor dispensing permit should download the application from www.libertymissouri.gov/LiquorLicenses. Completed applications along with payment and copy of your driver’s license, should be placed in an envelope and deposited in the Utility drop box on Missouri Street. The temporary permit will be mailed and emailed to the applicant at the address provided on the application. Beginning May 4, customers can also bring their application and necessary documents to Liberty City Hall between 10 a.m. - 3 p.m. Monday - Friday.
Business License Renewals – Information about Business License Renewal and the renewal form can be downloaded from www.libertymissouri.gov/OperatingABusiness. Completed forms and payment should be placed in an envelope and deposited in the Utility drop box on Missouri Street, across from the Police Department (preferred) or brought to the Finance Department between 10 a.m. - 3 p.m. Monday - Friday.
Historic District Review Applications – HDRC applications can be submitted via email to email@example.com (preferred) or brought to the Planning & Development Department between 1- a.m. - 3 p.m. Monday - Friday.
Code Enforcement – Code enforcement complaints can be submitted via the City’s website “Let Us Know” button on the City’s home page www.libertymissouri.gov or by calling 816.439.4539. However, due to limited staffing, violation letters and court cases may be postponed.
Temporary Use Permits – The City of Liberty will consider Temporary Use Permits on a case by case basis. Decisions will be based on the Clay County Public Health Center’s Recovery Plan. Staff will work with event organizers who choose to postpone the event to a future date to honor the details of their original TUPs. If you need a TUP for a future event, please submit all required paperwork via email to firstname.lastname@example.org and staff will work to review applications and approve permits as soon as possible (preferred). Beginning May 4, applications can also be submitted to the Planning & Development Department between 10 a.m. - 3 p.m., Monday - Friday.
Municipal Court – Municipal Court has been temporarily postponed until further notice. Court clerks will continue to be available by phone 816.439.4430. Individuals can pay fines for some eligible violations and court fees online through a link on www.libertymissouri.gov/Court. Defendants also can use the Online Records Search on the court webpage to view current cases, active warrants and court dockets that are scheduled within 30 days.
Fire – The Fire Department will continue normal fire and EMS operations. The stations are closed to the public and have suspended all station tours. While we are very thankful for a community who supports our First Responders, we are not able to accept any food or drink donations to the Fire Stations at this time.
Parks & Rec Facilities
- City parks and trails will remain open
- Beginning May 4, the following facilities will be open to the public:
- Stocksdale Park, including the dog park, disc golf course and trails
- Pickleball court on Withers Road
- Tennis courts and skate park at Bennett Park
- IF PATRONS DO NOT FOLLOW SOCIAL DISTANCING GUIDELINES, THESE AMENITIES WILL BE CLOSED AGAIN
The following Parks & Rec facilities and amenities are closed until further notice:
- Per recommendations from the Mid-America Regional Council, the Liberty Silver Center is closed at least through May 15.
- Liberty Community Center, including the Liberty Senior Center and Liberty Performing Arts Center
- City spraygrounds, playgrounds and restrooms
- Basketball and sand volleyball courts in Liberty parks
- Capital Federal® Sports Complex - closed for both tournaments and league play
Access Bus – In order to limit the exposure and still provide service for basic needs, groceries and pharmacy, the Access Bus will provide one grocery and one pharmacy trip per every two weeks. Trips will be prioritized by need. Every client will have an opportunity to get to the store and pharmacy, but those with critical needs will be placed on the list first. Youth & Adult Sports Programs – All youth soccer programs, including the Sporting Stripes through Sporting KC, youth volleyball, adult softball, adult basketball and adult volleyball leagues are canceled. Please see the sport specific webpages for refund/credit information: www.libertymissouri.gov/YouthSports.
At this time Liberty Parks & Rec is planning to move forward with registrations for baseball, softball and t-ball.
Police – The Police Department lobby located at 101 E Kansas Street (Missouri Street entrance) will remain open. When you enter the vestibule, an intercom is available (to the right of the door) to contact Dispatch. LPD also offers online police reporting for various incidents: www.libertymissouri.gov/PoliceReport.

Prescription Drug Drop-off - Liberty PD is has suspended the collection of unwanted prescription medications in the drop box in the police lobby for the time being.
Right-of-Way Permits – Applications for right-of-way permits can be downloaded from www.libertymissouri.gov/ROW. Completed applications can be placed in an envelope and deposited in the City of Liberty Utility drop box, located on Missouri Street across from the Police Department. Applications can also be submitted to email@example.com. Staff will review the permits and respond with any questions and the ROW permit fee. Payment of ROW fees:
- By check made out to the City of Liberty placed in the envelope with your application and deposited in the drop box
- Mailed to the City of Liberty, Attention Public Works, 101 E. Kansas Street, Liberty MO 64068. Please be patient as staff works through this process. For questions please contact the Public Works Department at 816.439.4503.

City Council, Boards, & Commissions Meetings – Scheduled board and commission meetings without necessary action items will be postponed until further notice. Meeting notices for any boards, commissions, committee or City Council meetings will be posted on online>>
